Two protesters have climbed over the balcony of the venue, the Sofitel Wentworth Sydney
hotel, to unfurl a banner covering most of the front of the hotel.
The banner, emblazoned with a large red stop sign, reads: "Enough is enough: Stop coal
and gas expansion".
The protesters - a woman in a business suit and a man wearing a bowler hat - remain
suspended from the hotel, as around a dozen police officers wait at street level for them
to come down.
About 50 farmers and rural community members are at the protest.

SYDNEY, April 21 AAP - You can tell a lot about a person by looking at their feet,
says Sydney clergyman the Reverend Bill Crews.
"People tell you about their lives through the marks on their feet," the Uniting Church
minister said.
"Sometimes they have gangrene because they use heroin, which they inject between their
toes, so it's quite sad."
For more than 10 years, the Uniting Church minister has been involved in an annual
ritual which involves washing the feet of homeless people each Maundy Thursday.
More commonly referred to as Holy Thursday, the day on which Jesus washed the feel
of his disciples before he was crucified, it is also the day the Pope traditionally washes
the feet of several of his cardinals, in imitation of Christ's humility.
Mr Crews will wash the feet of up to 350 homeless people and financially disadvantaged
people who live in boarding houses at a lunch at The Exodus Foundation in Ashfield at
midday.
The Foundation's Loaves and Fishes restaurant is famed for serving free meals to Sydney's poor.
Mr Crews said the annual feet washing ritual was "a very humbling" experience.
"One of the most intimate things you can do is wash someone's feet, it's very meaningful,"
he said.
"As I wash their feet, the homeless often tell me their life stories. It always deepens
my relationship with them."
Asked if any of his homeless guests were aware of the symbolism behind washing feet
on Maundy Thursday, Mr Crews said he believed all people were religious.
"Everybody has spiritual needs and depths and questions," he said.
"It doesn't matter who you are. Everybody has the same sorts of questions."

TELEKOM Malaysia Bhd (TM) will spend US$140 million (RM429 million) to own two fibre pairs in an international submarine cable system, adding weight to its international carrying capacity and improving the resilience of its global network.
Known as Cahaya Malaysia, the two fibre pairs will directly link Malaysia to Hong Kong and Japan, and will improve latency, an element which boosts network speed by about 25 per cent.
Phase 1 of the cable system linking Malaysia to Japan will be completed by the middle of 2012, while Phase 2 linking Malaysia to Hong Kong will be completed by the end of 2012.
"We have to have routes for restoration ... in case one cable system is down, we have an alternative routing ensuring that our customers are not disrupted when they use the Internet, or any other kind of connectivity especially for businesses," TM group chief executive officer Datuk Seri Zamzamzairani Mohd Isa said after an agreement signing ceremony with Japan's NTT Communications Corp, part-owner and developer of the project.
The submarine cable system will have six fibre pairs.
Zamzamzairani said the new routing will avoid areas prone to seismic activities, improving its resilience to earthquakes.
In 2006, a major earthquake near the coast of Taiwan caused up to seven international cable systems downtime.
TM will fund the US$140 million investment internally.
The group is already a member of nine cable consortium projects. Currently it has a 453 gigabit per second (Gbps) capacity going out of Malaysia.
The two extra fibre pairs, which will have an initial capacity of 500 Gbps, has a design capacity of 15 terabit per second (Tbps).
Spanning a distance of about 7,000 kilometres, the new cable will use Dense Wavelength Division Multiplexing (DWDM) technology and requires a total investment of US$412 million (RM1.3 billion).
NTT Communications will own the remaining four pairs of fibres, which it plans to develop in collaboration with other regional carriers to provide landing points in the Philippines and Singapore.

WA: Perth man to serve 15 years' jail for murdering parents

PERTH, April 16 AAP - A Perth taxi driver who claimed he might have been sleepwalking
when he kicked his parents to death with steel-capped boots has been given two life sentences.
Vernon Silich, 44, of Nollamara, in Perth's northeast, will serve a minimum 15-year
jail term after being found guilty of two counts of wilful murder.
Silich did not deny killing his parents, Faye and Robert Silich, in a drunken rage
at their home on April 8, 2008, but he argued he may have been sleepwalking and could
not remember his actions.
Silich's plea of guilty to manslaughter was rejected by the crown, and he was convicted
by a WA Supreme Court jury in March of the more serious charges of wilful murder.
In sentencing on Friday, Justice John McKechnie said Silich had always enjoyed a loving
relationship with his parents.
"Nobody will ever know why a loving and dutiful son committed these crimes ... but
you are a double murderer and that must also be taken into consideration in sentencing,"
he said.
During the trial, the jury heard Silich woke early in the morning after a night of
heavy drinking to find his parents' bloodied bodies in their bedroom.
Defence barrister Tom Percy, QC, said Silich still had nightmares about the event and
often "woke in a cold sweat".
He said that leading up to the killings, Silich had lost his grandmother in 2007 and
his brother to a heroin overdose in 2008.
His mother had also been diagnosed with pancreatic cancer.
Apart from offering the death of his brother as a possible catalyst, Mr Percy said
the motive for the killings would "remain a mystery to all of us, including Mr Silich".
"He killed his sick mother in the bedroom with whom he'd never had a cross word," Mr
Percy said in mitigation.
"It just adds to the bewilderment of this case."
Outside the court, the mother-in-law of Silich's surviving brother, Glenn Silich, said
the family was still suffering from the crime.
"It's your own brother killed your parents - nothing justifies that," Carol Tipping said.
"I feel (the 15-year parole period) is not sufficient for two lives that have been taken away."
Mrs Tipping said there still was no closure for the family as there could be an appeal.
Silich's solicitor Gerald Yin declined to confirm if his client would seek to appeal
the conviction or sentences.

SYDNEY, April 24 AAP - An Anzac Day service in the Sydney suburb of Redfern will be
held to commemorate Aboriginal diggers.
An estimated 500 to 800 Aboriginal diggers served in World War I, NSW Community Services
Minister Linda Burney says.
On Saturday, Aboriginal war veterans will gather at The Block, Redfern, at 1pm (AEST).
They will then march to Redfern Park via Lawson and Redfern Streets.
At Redfern Park a commemoration service will be held and an elders "yarn tent" will
house a cultural performance.
Although Aboriginal and Torres Strait Islander diggers have fought for Australia in
overseas conflicts, they have not always been included in the Anzac Day legend, Ms Burney
says.
"For a time Aboriginal diggers were not permitted to march with their comrades on Anzac
Day, or to join with them in after-march events.
"They were not even allowed to enter RSL clubs."
"Aboriginal servicemen and women are now rightfully part of this tradition and it will
be a great honour for me to be present at this important ceremony."

DARWIN, Dec 19 AAP - More than 16 cartons of beer headed for a remote Aboriginal community
have been seized by police in a pre-Christmas traffic blitz in central Australia.
The alcohol was detected during a four-hour traffic campaign near Jay Creek on Thursday
night, police said.
It was destined for the "dry" Aboriginal community of Hermannsburg, west of Alice Springs.
Officer in Charge of Hermannsburg Police Station, Sergeant Gert Johnsson, said the
haul was part of an ongoing campaign to stop traffic offences and prevent grog from reaching
communities where is was banned.
"We regularly patrol these roads and find people trying to get grog into Hermannsburg
and other restricted areas," Sgt Johnsson said.
He said nine cartons of beer were found in one car while the other five cartoons were
seized from several more vehicles during Thursday night's campaign.
"We will continue our efforts to stop grog getting into restricted and prescribed areas,
because, if we can stop the flow of alcohol into the communities, not only do we stop
the breaches, but more importantly, we cut down on alcohol-fuelled domestic violence,"
Sgt Johnsson said.
"It also discourages drink driving and keeps communities safe for people to live in."
Sgt Johnsson said one person was arrested for unlicensed driving and drink driving
and two traffic infringement notices were issued.
Seven infringement notices were handed out for bringing liquor into restricted areas.

A Queensland man's been remanded in custody over the rape of a 61-year-old woman on
the Gold Coast.
The man .. who can't be named under Queensland law .. appeared in Brisbane Magistrate's
Court today charged with rape .. assaulting a person over 60 .. and administering a stupefying
drug with intent to commit an offence.
Police allege the victim was attacked at her Palm Beach home on Wednesday.
Magistrate NOEL MUNAN has remanded the man to appear in Southport Magistrate's Court
on April 14 for mention.

Tas: Jury discharged after failing to decide on Green trial
HOBART, Dec 3 AAP - A judge has discharged a jury in the criminal trial of Tasmania's
former deputy premier Bryan Green after it failed to reach a verdict.
Green was accused of signing an illegal $2.6 million deal with private company, the
Tasmanian Compliance Corporation (TCC).
The deal gave the company a three-year monopoly to accredit the state's builders or
be compensated.
Today a Supreme Court jury of nine women and three men failed to decide on whether
Green was guilty of interfering with an executive officer of the Crown, a charge which
carries up to 21 years' jail.
The jury had spent nine-and-a-half hours deliberating.
Green will now face a retrial.
Chief Justice Peter Underwood remanded Green to reappear in court on February 4 for
a further hearing.

ADELAIDE, April 20 AAP - A 68-year-old man has died after his motorbike and a car collided
north of Adelaide.
Police said the incident occurred near the Adelaide International Speedway on Port
Wakefield Road at about 4.30pm (CST) yesterday.
The man's death took the South Australian road toll for 2007 to 36 compared to 41 at
the same time last year.

NSW: Girl, 10, critical after being hit by four-wheel-drive
A 10-year-old girl is critically injured .. after being hit by a four-wheel-drive on
a school crossing on the New South Wales Central Coast.
Police say the girl was using a crossing controlled by traffic lights .. outside a
primary school in Toukley about 9.30 am .. when she was knocked down.
She's been taken to Wyong Hospital .. and police are interviewing the driver .. a man in his 40s.
Meanwhile .. a seven-year-old girl who was run over last night in the driveway of her
Blue Mountains home .. west of Sydney .. is in a serious but stable condition in Sydney
Children's Hospital.
She has suspected spinal injuries .. a dislocated hip and internal bleeding.

NSW: Mundine denies he's decided to run for state parl
Former world champion boxer ANTHONY MUNDINE denies he ever confirmed he'll run for
the inner-western Sydney seat of Marrickville at next year's NSW state election.
MUNDINE reportedly announced his candidature for the seat in an address to Redfern's
Aboriginal community last night .. but he says it's to early to say that yet.
MUNDINE has previously indicated he's considering standing as an independent to stop
redevelopment of The Block housing area in Redfern .. which will fall under the Marrickville
electorate when the boundaries change.
He says he'll sit at some stage .. but hasn't decided if that's going to be at next
year's election.
Minister for Redfern-Waterloo FRANK SARTOR today released a statement saying the government
is finalising a draft Building Environment Plan for the area.
He says it will create around 18 thousand new jobs and construct two thousand new homes.

PERTH, April 5 AAP - Warning shots were fired at suspected illegal fishing vessels
off northern Australia, the federal government said today.
Justice and Customs Minister Chris Ellison said Operation Breakwater, a two-week exercise
which began off the coast of Arnhem Land last month, showed fishermen were becoming more
aggressive in their tactics.
But Senator Ellison would not reveal details of specific incidents.
"We've seen an increase in more aggressive behaviour and that's something which is
a concern to us and indeed on more than one occasion we've had to fire shots," he said.
"They were warning shots and they were not fired directly at the crew involved.
"As to the particular circumstance of that detail (it) is an operational one and and
I don't necessarily want to discuss that at this stage."
The operation involved the Royal Australian Air Force and quarantine, federal fisheries
and immigration officers.
One hundred and ninety-seven fishermen, including eight juveniles, on 23 boats were arrested.
Senator Ellison said there did not seem to be any direct link between the fishermen
caught during Operation Breakwater and recent attempts by people from Papua to enter Australia.
It has been reported that six or seven Papuans have illegally entered Australia via
Bamboo Island but the government could not confirm the location.
"We don't have that on our charts and we're ascertaining if perhaps another name is
being used in relation to that," Senator Ellison said.
"We've not seen any link between illegal fishing and any attempts to enter Australia
illegally by West Papuans."
In January, 42 of 43 Papuans who landed at Cape York were granted temporary protection
visas by the federal government and the issue had strained relations with Indonesia.
"In relation to (this) most recent development, customs coastwatch is still investigating
the matter," Senator Ellison said.
Senator Ellison said 125 of the suspected illegal fishermen arrested during Operation
Breakwater were being detained at Baxter detention centre and the rest were in Darwin.

SYDNEY, Dec 8 AAP - Kickbacks paid by Australia's monopoly wheat exporter to Saddam
Hussein's regime was used to finance a $US10 million ($A13.29 million) slush fund for
the families of Palestinian suicide bombers.
US government and CIA documents show money paid by companies now known to have taken
bribes flowed into bank accounts in Jordan that were used by the then Iraqi government
to pay for deadly bombings or weapons, The Australia newspaper reported today.
The US inquiry into the corrupt UN oil-for-food program found companies such as Jordanian
firm Alia paid money into front accounts held under false names.
The accounts were then emptied each evening into Iraqi government accounts and used
for international transactions.
AWB paid hundreds of millions of dollars to Alia, saying it thought it was a trucking company.
"According to information provided to the committee, Saddam paid $US25,000 rewards
to the families of Palestinian suicide bombers through the Iraqi ambassador to Jordan,"
Republican Henry Hyde, chairman of the US House of Representatives Committee on international
relations told an oil-for-food hearing last November.
"(Saddam did so) out of accounts in the Rafidain Bank in Amman (the Jordan capital)
which held kickback money Saddam demanded from suppliers to his regime," he added.
Meanwhile, the Pakistani government has launched an inquiry into kickbacks made to
government officials by AWB, saying it believes several "very senior" officials were involved,
The Australian also reports.
Officials from Pakistan's Ministry of Food, Agriculture and Livestock had demanded
payments in exchange for wheat contracts, sources had told the paper.

UK manufacturing is being urged to embrace e-commerce if it is to thrive in the global markets. Mike Spear reports on new research that shows limited response so far, but signs of a surge in uptake next year
At last month's all-embracing Manufacturing Week trade show at Birmingham's NEC, former minister for industry, energy and science, John Battle, urged manufacturers to make more use of the Internet. Wearing his new hat as foreign and commonwealth minister, Battle was extolling the virtues of TradeUK, an export service that is accessed via the website of the government's export promotion body British Trade International.
As one of the government's few self-confessed `netties', Battle said that once firms were used to the Internet, the possibilities for e- commerce would become more obvious. But he accepted that a generation of management remained wary about its use - a view confirmed by the results of a survey of manufacturers unveiled at the adjoining Computers in Manufacture exhibition.
Sponsored by 12 leading business IT vendors and conducted by Benchmark research, the 1999 CIM survey canvassed the views of over a thousand `IT decision makers' across all sectors of UK manufacturing. Somewhat surprisingly, the results suggested that `IT decisions' were not solely in the hands of IT departments. Only 16 per cent of respondents thought Internet/intranet investment decisions were driven by IT staff. This was still three per cent more than those who thought their companies' board of directors had the final say - but well over half (57 per cent) pointed to sales and marketing departments as the main drivers behind e- investment.
And engineering departments? Nowhere to be seen, apparently. The key to their absence in this particular survey can perhaps be found in the answers to some of the general questions asked by Benchmark. As shown in Fig 1, the most significant problems in UK manufacturing are not down to engineering (only 8 per cent thought machine breakdowns significant), but sales-related issues such as accuracy of forecasting and late changes to schedules.
That alone should make sales departments want to push for the immediacy offered by web-based systems, but the reality behind the importance of the sales and marketing function in Internet investment - as Benchmark agreed - is simply more likely to be those departments' wider exposure to the technology.
Again, the survey responses bear this out. One of the main barriers to implementing Internet/intranet technologies (see Fig 2) - after the fairly obvious ones of security and cost - is perceived to be the limited knowledge of users, closely followed by the limited uptake of the technologies by companies' customers. Corporate web sites may well be on the `hit lists' of engineers, but it is sales and marketing that is behind their development.
As to that development, the Benchmark survey shows that this is one area of e-business that UK manufacturers have already switched on to. Some 70 per cent of companies now have their own website, with this figure expected to rise to 88 per cent next year. But, despite 91 per cent of firms having Internet access (with a `significant minority' of these having over 10 per cent of their workforce on-line), the use of other aspects of e-commerce remains on the low side.
At the moment, for example, only 35 per cent of companies are exchanging sales and purchase orders by e-mail - although that figure is nearly double last year's response and is expected to rise to 58 per cent next year.
And for anyone wanting to place orders over the Internet, only 14 per cent of UK manufacturers have web-based catalogues - expected to rise next year to 35 per cent.
According to Les Mara, manufacturing segment director at Cap Gemini, one of the Benchmark survey sponsors, `the key driver behind investment in e-business is the realisation that customers in a real-time society have higher expectations about choice, greater flexibility and price, while also increasingly demanding quick access to finished goods and services. The Internet-enabled supply chain is allowing manufacturers to deliver this. New technology is rapidly penetrating the market, and in three months' time awareness of the benefits of e-business will be even higher.'

Hewlett-Packard's Dublin-based banking operation implements FICS-ABACUS solution for its Central Bank of Ireland and ALCO reporting
The Dublin-based HP International Bank (HP IB), has installed FICS-ABACUS, the regulatory reporting software from banking technology company, FICS, to generate regulatory reports for the Central Bank of Ireland and ALCO (Asset/Liability Committee) reports for its internal liquidity management. The system will also be used for internal management reporting.
HP IB provides HP's European corporate customers with financing for the purchase of electronic equipment and related services. It was created in 1998 by Hewlett-Packard, to answer a business need within its international operations, to be able to meet localised legal requirements and regulations encountered during finance transactions with HP customers.
Paul Stanton, IS Programme Manager, HP International Bank, commenting on the announcement, said: "HP IB's selection of FICS was made because it was a comprehensive solution that supported CBI reporting regulations. TELECOMMUNICATIONS/INTERNET : DIGITAL AGENDA: RESULTS SLOW IN COMING.
The first results announced are a mixed bag. The European Commission issued, on 31 May, a report on the results of the implementation of its Digital Agenda, which aims to boost the sector in order to, in particular, offer all EU citizens access to basic high-speed (ADSL) broadband by 2013 and fast and ultra fast broadband by 2020.
Good news first: the proportion of regular internet users in the EU has increased to 65%. The target for 2015 is 75%. Currently, one third of EU citizens check their bank balances or read news online. The less well-educated and the elderly are also using the internet more - up from 42% to 48%. The 2015 goal is 60%. The proportion of non-users has dropped from 30% to 26% of the population. Statistics show that some 40% of EU citizens now shop online, which works out to 57% of all internet users. More than half of the population in eight EU countries buys online.
As for e-government services: 41% of citizens use them, half of whom have returned completed forms online. The EU hopes to reach its 2015 target of use of e-government services by 50% of citizens and 80% of businesses.
Progress is "mixed" in terms of deployment of high-speed broadband. Basic high-speed (ADSL) broadband is increasingly available even in remote areas.aHowever, deployment and uptake of very high-speed broadband is stalling: it is currently concentrated in only a few - mostly urban - areas. The ambitious objectives for 2020 - fast broadband coverage at 30 Megabits per second available to all EU citizens, with at least half of European households subscribing to broadband access at 100 Megabits per second -aare far from being met.
While the Commission has been closely monitoring the safeguarding of competition on the new market of super high-speed broadband, some countries are ahead of the game. Indeed, Germany and Sweden have already decided to transfer radio spectrum - freed up by the shift from analogue to digital television - to high-speed wireless broadband. Other countries are preparing to do this in 2011-2012 (Austria, the Czech Republic, Denmark, France, Ireland, Italy, Spain and the UK). The idea is for the 27 member states to have transferred this digital dividend' to wireless internet by 1 January 2013 - save in the case of derogationsagranted by the Commission until 2015, or potentially later in exceptional circumstances, such as where there is a risk of interference with non-EU countries that share borders with EU countries - in particular in the East.
E-COMMERCE
As for the poor results: cross-border e-commerce is "barely growing" (8.1-8.8% in 2010), says the Commission. This is quite a stretch from the 2015 target, which is 20% of citizens shopping online across borders. The Commission intends to address this and other barriers to the development of the digital single market in a forthcoming communication on the eCommerce Directive. Some 26% of SMEs purchase online, a rising share, but only 13% of them sell online (up two points on last year), says the Commission. The executive also aims to once again address roaming rates (calls made or received from one EU country to another. These rates fell by 1.5 in 2010, but roaming is still more than three times as expensive as domestic calls. The Commission's aim is for the difference between national and roaming charges within the EU to approach zero by 2015. Lastly, public investment in R&D in new technologies is lagging: expenditure did not exceed the 5.7 billion baseline of 2010. "A 6% annual growth will be needed to reach the target of doubling to 11 billion by 2020," warns the executive.

Technique enhances digital television viewing for visually-impaired.
Scientists at Schepens Eye Research Institute have found that people with low vision can improve their ability to see and enjoy television with a new technique that allows them to enhance the contrast of images of people and objects of interest on their digital televisions. A study in the edition of the Journal of the Optical Society of America published online in November 2007 and issued in print in January 2008, demonstrates that patients with macular degeneration prefer watching TV with this contrast enhancement and that the level of enhancement they choose depends on how much vision they have lost with their disease (see also Macular Degeneration).
Nearly four million Americans suffer from vision loss from diseases--such as macular degeneration--that impede their central vision and their ability to comfortably view the images on any television, cutting them off from a significant source of information and entertainment enjoyed by the mainstream. Often such patients cannot see faces of characters or other details that make a broadcast understandable. Some solutions have been special telescopic glasses, which can help patients see details but often cut off parts of the image, lessening context, and large television screens, which can be quite costly.
The new method--developed by Dr. Eli Peli, the Institute Es low vision expert, the Moakley Scholar in Aging Eye Research, and a professor of ophthalmology at Harvard Medical School, is the latest of several image-enhancing innovations his research team has created to improve TV watching for the visually impaired. It is also the first developed for digital television images. "We knew it was time to address the changing technology," says Peli, who pointed out that digital television will replace traditional television technology over the next few years due to government mandate.
Working within the "decoder" that makes digital television images possible, Peli and his colleagues were able to make a simple change that could give every digital TV the contrast enhancing potential for the benefit of the visually impaired. "The same modification could easily be made to new HDTVs, and digital cable set top boxes," says Matthew Fullerton, the paper Es first author, and a student of electronic engineering from the University of York in England who is currently working on his Master Es degree in Peli Es lab.
To test their new technology, the team presented eight digital videos to 24 subjects with vision impairment and six with normal vision. Each patient was given a remote control, which allowed him/her to increase or decrease the contrast of the image. Patients manipulated over-enhanced and blurry images for the greatest clarity.
The research team learned that even subjects with normal sight selected some enhancement and that the amount of enhancement selected by those with visual problems varied depending upon the level of contrast sensitivity loss they experienced due to their disease. All this demonstrated to the team that the device was both usable and useful to the subjects, even those without vision problems.
Peli is now working with Analog Devices Inc. to create a prototype chip that could be included in all future generations of digital television. "The technology we created is quite simple and can easily and cheaply be incorporated into even the newest technologies for television and internet video."
Peli adds that he believes that as the population ages, this technology will be used by more and more of those whose eyes are going through a normal change as they get older as well as those more severely impaired.

EDITORIAL: Hillman for treasurer.(Editorial)
Sep. 20--COLORADO VOTERS will elect a new state treasurer in this year's election. Seeking the position are Cary Kennedy, a Democrat, and Mark Hillman, a Republican.
Mr. Hillman is the clear choice.
A staffer for former Gov. Roy Romer. Ms. Kennedy has worked on a number of state issues, including Amendment 23 and Referendum C.
Mr. Hillman is one of the bright stars in Colorado public service. A wheat farmer from Burlington, he made his mark early as a state senator from District 1, which encompasses a great swath of Southeastern Colorado. He fast became regarded as one of the most thoughtful, hard-working legislators in recent memory.
While serving as Senate minority leader, he was known for his bipartisan approach in getting legislation passed. For example, he teamed with Rep. Buffie McFadyen of Pueblo West to sponsor legislation giving preference to state agricultural products when all other factors are equal.
He sponsored legislation creating the "Hall of Shame" which posts on the Internet the names of people who avoid paying their state taxes. He also was sponsor of legislation to preclude lawsuits against the food and drink industry by people claiming those businesses caused their obesity.
Mr. Hillman already has experience running the State Treasury. In 2005 Gov. Bill Owens named him acting treasurer during the leave of absence taken by Treasurer Mike Coffman who did his second stint of military service in the Middle East. Mr. Hillman served that office well.
As state treasurer, Mr. Hillman will serve on the board of the Colorado Public Employees' Association overseeing state retirement funds. He's a firm believer that that program needs to be on sound financial footing to protect state employees' pensions so the funds are secure when retirement comes.
We urge voters to elect Mark Hillman state treasurer.

Hood adornment latest scoop on sedate GTO.

NOVI, Mich. _ Hoping to change jeers to cheers, Pontiac will upgrade the GTO for 2005 by adding a more potent V-8 engine along with hood scoops upfront, twin dual exhausts in the rear and 18-inch wheels underneath.
The scoops, exhausts and wheels are in response to critics who insist the car is too bland for a performance model.
When word got out that Pontiac would bring back the GTO name that launched muscle cars in the `60s, enthusiasts expected the retro look. Think Ford and Thunderbird.
But Pontiac wanted to offer the GTO for many years and insisted the retro look creates strong initial demand that quickly fades, as evidenced by the soon to be discontinued retro Thunderbird.
While Pontiac counted on selling 12,000 to 15,000 GTOs this year, the tally will be 7,000 to 8,000. So GTO will be outsold by the often-criticized Aztek sport-utility vehicle by at least 3 to 1.
To silence those who insist the GTO is a tad bland, Pontiac will offer hood scoops on the `05 model as a no-cost option. Split dual exhausts will be standard while an upgrade to 18-inch wheels from 17 inches will be an extra-cost option.
Bunnell said the upgrade to the GTO should boost the `05 price by $1,000 to $1,500, plus options, which haven't been priced yet. The `04 starts at $32,495.
The `05 GTO goes into production in Australia this fall and arrives in the United States "in December or January, in time for the Chicago Auto Show (February)," said Jim Bunnell, Pontiac/GMC general manager at a preview of the `05 GM lineup.
Pontiac isn't done tweaking the GTO.
"More is in the works. We'll have a customized car at the Woodward Dream Cruise (Aug. 21 in Detroit) to explore other options," Bunnell said.
Sources suggest the GTO may be in line for special-edition versions produced in limited numbers like Ford does with the Mustang.
And though enthusiasts complained about the styling, few griped about the 350-horsepower 5.7 liter V-8 in the `04 GTO.
"The 400-h.p. 6-liter V-8 for `05 is a pleasant surprise for everyone," said Bunnell. This more powerful V-8 wasn't ready when the GTO bowed, and Pontiac added it because they say you can never have too much horsepower in a high-performance car.
It should be no surprise, however, that the 6-liter V-8 probably will carry a $1,000 gas-guzzler tax like the 5.7-liter V-8 does for failing to obtain 22 m.p.g. in combined city/highway mileage. Pontiac said there's no final mileage rating.

Drive you crazy when an oncoming car has its bright lights on at night? The midsize rear-wheel-/all-wheel-drive `05 Cadillac STS sedan will be offered with Intellibeam headlamps that automatically switch from bright to dim when an approaching motorist gets within 500 feet.
The `05 STS also is multilingual. You can program the on-board navigation system to speak in French, Italian, Spanish, German or English, and that's English as spoken in the U.S. and the Queen's English as spoken in England. You also have the choice of a male or female voice _ unless you choose the Queen's English in which case, of course, only a female voice provides directions.

Cadillac said the `05 STS, which replaces the Seville, will run about $2,000 more with optional all-wheel-drive. So an AWD STS will start at about $49,495. AWD will be offered in only V-8 models for `05 and added to V-6 models for `06.
General Manager Mark LaNeve said Cadillac moved ahead of Mercedes-Benz into third place in the luxury-vehicle sales for the first six months of `04 and has stayed there through July as Cadillac sales of 129,912 units kept it 7,700 units ahead of Mercedes. But Cadillac has a way to go to move up on second place BMW or first place Lexus. Cadillac trails BMW by 17,000 units and Lexus by 33,000.
"It's possible we could stay ahead of Mercedes for the full year, but passing Lexus or BMW would be a big jump," LaNeve said.

NERVOUS? Depressed?
Uncertain about which way this volatile market is about to bounce? What you need is a good dose of Glynwed.
It makes a nice change from the fingers-crossed, soaraway growth stocks which appear pretty frequently in this column.
Much though I love them, it does us all good every now and then to opt for something a touch more conservative, something to sit alongside chemical companies Laporte and Elementis which were recommended a few weeks back.
In many ways, Glynwed (market value [pounds sterling]442m) has a similar story to tell. It is a drastically reshaped old economy company, once one of the doughty band of metal-bashers beloved of the 'value' investors. And one which repaid their devotion by losing them an awful lot of money down the years.
At the end of 1995, it was around 380p. Today, it is 188p, half the price and twice as nice.
The beauty is that most of the bits and pieces have gone, the basic business is in good shape, and there may be a bidder in the wings.
Something like 80pc of the near [pounds sterling]1bn revenue is in pipes, all sorts of pipes for everything you could imagine. And it makes them here, there and everywhere, but crucially in North America.
Last week's interim pre-tax profits (up from [pounds sterling]33m to [pounds sterling]52m on a trading basis) were significantly enhanced by earnings from IPEX, a [pounds sterling]224m North American pipe systems acquisition included for the first time.
That was purchased a year ago as a crucial part of a management decision to reposition, away from metals and into polyethylene pipes manufacturing.
Though polymer prices have been volatile, the company has been able to raise prices by concentrating on higher margin fittings.
The European business has been reshaped as well. Chief executive Tony Wilson is expecting the US economy to slow a touch, but sees massive opportunities as the US water industry replaces an ageing network of steel and concrete pipes.
The remaining 20pc of the business is in consumer and food service products, with industrial cooking equipment alongside Aga cookers and such.
That has been going well, and boosted interim operating profits from [pounds sterling]5m to [pounds sterling]7m. In July, Glynwed bought a Swansea bakery equipment company.
That looks more like a move to make the whole division more saleable, rather than a real dash for growth.
Even though Aga catches the eye with a trendy website, and Glynwed has other useful Internet operations, the management looks determined to concentrate on pipes. There, the idea is to become a predator, perhaps merging with a European big boy.
Wilson sees himself as a bidder rather than a target, but in May there was an approach from George Fischer, a Swiss company. Gossip goes that the Glynwed management refused to consider anything under 400p a share.
If a bidder should appear, hostilities could hardly start at under 300p.
Though the interim results were a touch disappointing, analysts reckon Glynwed could make around [pounds sterling]72m pre-tax this year, after eliminating one-offs, for earnings of perhaps 25p.
So 300p would suggest a PE of 12, modest enough should there be a bid.
One way or another, Glynwed could be coming to the boil. At 188p the shares sell on eight times earnings, with a useful yield of almost 7pc.
Downside looks modest, so long as the whole market does not collapse.
And the upside is simmering nicely.
Payments Security Concerns Grow As Mobile Market Sees Gains.(News)

With the emergence of smartphones, the next evolution in point-of-sale transaction processing has begun, fueled by devices not designed for the POS environment yet becoming increasingly popular nonetheless.
Indeed, a wave of mobile applications enabling merchants to use their own phones to accept customer payments electronically has surged into the retail sector. Branded both by traditional POS terminal vendors and firms new to the industry, they offer merchants a less expensive and portable method to accept electronic payments than do traditional countertop terminals and purpose-made wireless devices.
And this has helped to make mobile POS devices and applications hot items in the product portfolios of some ISOs and agents.
"There's a tremendous interest and draw for mobile POS right now," says Jon Perry, founder of DFW Card Merchant Services, a Fort Worth, Texas-based ISO. "Merchants don't want to spend $400 to $500 for a standalone POS system if they don't have to."
Perry estimates that about 12% to 15% of his company's merchants have signed on to use a mobile-POS application within the past year. In some cases, such as storefront merchant who provides in-home installation services for customers, a mobile-POS application supplements a traditional POS terminal. In other situations, a merchant might use a mobile phone to accept all of its customer payments.
Mobile-payment acceptance often is most appropriate for businesses that interact with customers in places other than storefronts, such as home contractors, consultants who work at customer sites, street vendors, flea-market sellers and other roamers. Perry, who speaks at many conferences, even has used a mobile phone-based POS service to accept payments from individuals signing up for a conference on site the day of the event.
But the service is not for everyone. "If you are doing more than three or four transactions per minute, mobile is not right for you," Perry says. "This is for someone doing more like one transaction per hour."
Ultimately, mobile-payment acceptance appeals to a primal merchant need to control costs. "Anything that reduces their cost of operation is what drives them to adopt new technology," says Stephanie Clements, founder of Veritas Merchant Services, an ISO based in Louisville, Ky.
Veritas offers Boston-based RoamData Inc.'s RoamPay application. "We introduced it six months ago," Clements says. "About 2% to 3% of our merchants have signed on so far, but it's growing very quickly."
As with any new technology, merchants have questions. And one of the most common involves whether the new applications are secure, says Will Graylin, RoamData founder and CEO.
"Security first and foremost is an issue, particularly end-to-end security," Graylin says. "This industry even in the last four months is going through a very rapid transformation. There are many sole proprietors in the small-business market that are a great untapped opportunity for this. That's why it's important to show it's secure."
As with any electronic-payment system, mobile phone-based POS transactions could be compromised in a number of ways. Crooks could gain access to credit card numbers using key-logging software, they could hack in to the encryption technology or steal a merchant's authentication identity and password, or they could use a computer virus to capture card information as it travels over a merchant's network, for example.
The public mobile-network connection represents the biggest difference between a mobile phone POS application and a purpose-made wireless POS terminal. Phones support multiple ways to communicate, such as via e-mail, text messaging, Skype or social-media posting, and they support Internet browsing. Many purpose-made wireless terminals tie in to payment networks via a private, self-contained Wi-Fi network that may itself be connected to a secure landline network.
"There's a fundamental difference," says Gary Glover, director of security assessment at SecurityMetrics in Orem, Utah. "There are a lot of communications applications on that phone that are not part of the traditional POS environment. A POS network is usually single-focused. The hard part is, how do you make sure the POS application on the phone is isolated from everything else?"
POS Evolution
The success of new mobile-POS applications depends how effectively ISOs and agents can assure their clients that the payments they accept are isolated and secure.
Such assurances usually start with standards. Some new mobile-POS applications adhere to the standards of the PCI Security Standards Council and are certified compliant with the council's existing Payment Applications Data Security Standard. However, PA-DSS certification covers POS terminals in general, and it was not designed as a mobile-specific standard, according to Bob Russo, the council's general manager.
"Mobile-payments technology is still evolving, and to date there hasn't yet been any standardization when it comes to securing the applications and devices," Russo says. "The mobile devices themselves could present a security risk to any payment application, even those that can achieve all of the PA-DSS requirements. Our charter looks to develop standards related to securing the payment process, and so we are working through our analysis of the security of mobile-payment software and devices."
Russo's comments echoed a statement issued by the council last November that it no longer would certify new mobile-POS applications under the broad PA-DSS standard until it completes further study.
In its statement, the council noted it is working to determine "applicable security requirements for mobile-payment applications, the security capabilities and features of mobile communications devices on which the applications reside, and the necessary interaction between such devices and payment applications to effectively secure cardholder data."
Some submissions of applications that did not "meet the intent of the [PA-DSS] program requirements" helped spark the council's move, Russo says. "The rapid development and deployment of these new and innovative mobile-payment technologies has brought a level of complexity to the industry never seen before," he says. "This new complexity and the resulting influx of mobile payment applications introduce a new set of risks and threats that may affect the security of cardholder data. The council is looking at this carefully."
The council expects to complete a multiphase examination in the coming months, Russo says.
Scott Henry, director of product marketing at payment-terminal maker VeriFone Systems Inc., says it is important to note that the council did not say existing mobile-POS applications are unsafe. "It doesn't mean you can't develop new applications or use the ones that are out there," he says. "If it does cause a market hiccup, it will not be a big one."
Decertification of some applications is possible, Russo says, noting that only a few mobile applications thus far have been certified. "We understand the appetite in the market for this information and are working as diligently as possible to complete a comprehensive examination of the mobile-communications device and mobile-payment application landscape and deliver guidance to the market," he says.
Swift Growth
A new, more-focused mobile-POS standard could result from the council's investigation, and that ultimately would help the industry, says RoamData's Graylin.
"PCI has an important role to play, but things are going so fast they need to do something to curtail people from developing nonsecure applications and breaching the customer trust," he says. "Security of any technology is something that people pay more attention to over time. There were certain things that the PCI (standard) didn't account for earlier, and now they are working to create the type of rules that will be adopted industrywide."
Part of what the council did not account for-and really no one could-was the rapid growth in mobile applications that has occurred. Thriving application ecosystems have developed around the open operating systems of Apple Inc.'s iPhone, Google Inc.'s Android phones and Research in Motion Ltd.'s BlackBerry devices, enabling any company wanting to reach business mobile phone users a clear, very large target market.
"We do a lot of research about which phones we want to be on, but really if you hit the iPhone, Android and BlackBerry, you're talking about 80% of the market," says VeriFone's Henry.
The rapid rise in mobile-payment applications and devices also is transaction processors much to get their arms around, and in very little time. Developing business applications for those operating systems has become so easy virtually any software engineer with a development kit can do it.
For ISOs and their merchant customers, that means a sudden broadening of applications from which to choose. Services that support mobile-payment acceptance are now available not only from the terminal manufacturers such as VeriFone that ISOs and their customers have come to know and trust, but also from software designers and individuals who may be new to the merchant-acquiring market.
Mobile-Industry Security
The mobile-phone industry has its own security measures. Apple has a strict application-certification process that can involve several months of testing and review. However, for payment-specific standards, the PCI standards are the primary voice.
The PCI council's moratorium for now leaves mobile POS security matters in the hands of the companies supporting the applications. RoamData's Graylin says.
"The responsibility is with the industry and the ISOs to inform merchants and customers," he says. "We train the ISOs on what kind of security we have and how they should answer these questions. We give them the proper tools and support the ISOs as they market the application."
Some merchants still may ask about PCI compliance, so ISOs should be prepared to talk about whether their applications are certified, Security-Metrics' Glover says.
"Some merchants are at least familiar with PCI compliancy," says Veritas' Clements, whose company has offered a mobile phone-based POS application for the past six months. "The biggest question we get from merchants about it is, 'Is this PCI-compliant?'"
VeriFone's PayWare application reportedly was the first mobile phone-based payment-acceptance system to be certified under existing PA-DSS rules. Merchants traditionally have not asked many questions about the security of POS terminal systems, but that is beginning to change with the introduction of new technology and increasing general awareness of computer viruses and Internet security, VeriFone's Henry says.
"Security issues are starting to creep into the adoption discussion," he says. "I would say five years ago security barely registered among the top five questions asked. Now it's No. 2 or 3."
Still, many merchants, particularly the smallest ones or the newest entrepreneurial businesses, likely will not ask about POS security. "Security questions very rarely come up when we're with a merchant," says DFW Card's Perry. "We usually have to bring it up. Merchants assume that if you're selling it, then it must be secure."
Perhaps the most-important thing ISOs should know and convey to merchants about the new wave of mobile-POS applications is how payment acceptance and the transmission of payment data are encrypted. Some mobile-POS applications call for credit card numbers, expiration dates and security codes to be keyed in by hand using the phone's keypad, but others use a card magnetic stripe reader that attaches to the phone's audio port.
Encryption Differences
"We keep track data at the card reader [with encrypted swiper hardware]. Otherwise, it can end up with a skimmer," says RoamData's Graylin. "Track data could be used to copy the card. It's like your wallet being stolen but you don't know it."
Several mobile-POS applications use 128-bit encryption. RoamData uses a 168-bit DES 3 double-encryption scheme and sends the data to its own server instead of one owned by a third party. DFW Card offers a mobile-POS application from eProcessing Networks LLC called ePN Mobile that requires a mag-stripe reader from MagTek that carries an encryption key that periodically must be refreshed.
Vendors are starting to move toward card reader hardware as a rule of thumb, VeriFone's Henry says. VeriFone offers its device for the iPhone 3GS and iPhone 4, and Henry suggests it will be available soon for Android and BlackBerry phones.
From an underlying platform perspective, the most important thing might be to ensure that the applications use Secure Socket Layer technology, a protocol created by Web browser firm Netscape to manage secure Internet transmissions, several experts say.
"The best practical advice [ISOs can offer merchants] is make sure you use an app that uses SSL and to understand that you're on a public network," says SecurityMetrics' Glover.
If done properly, mobile POS apps "can be just as secure as any dedicated POS terminal," RoamData's Graylin says.
What merchants should aim for is to have several layers of security, Henry says. If ISOs and POS vendors can demonstrate that depth of security, it probably will be enough for merchants, regardless of how quickly the industry achieves a new comprehensive standard, he says.
DFW Card's Perry says he understands why the PCI council views the need to review the standards for mobile-payment acceptance to be an urgent one.
"Even with a regular POS [device], it could be secure, but a manager could log in to it from his home [virtual private network] where there's a virus. Now take that to the level of an iPhone or Android phone," Perry says. "You can get inside those phones to introduce a key logger or a virus."
The PCI council also is looking into mobile POS payment acceptance from a merchant perspective, and the Secure POS Vendor Alliance is keeping an eye on the issue as well. Alliance Chairman Paul Rasori says the group is looking at mobile-payment issues as it finalizes its agenda for this year, though primarily from the perspective of customers using their phone to pay merchants.
Despite the activity around certification, the mobile-payment acceptance market is not in peril as it waits for the council to act, SecurityMetrics' Glover notes. "The industry will move forward. These apps are not all horribly insecure and big disasters waiting to happen," he says. "They're just not that well understood yet."
Gaining that understanding, however, is key to the long-term future of these applications and their place in the ISO portfolio. ISOs ultimately are in the business of selling trust. It is the first thing merchants buy before they buy anything else.
